Bargaining Council for the Civil Engineering Industry focusses on sustainable growth


The BCCEI aims to strengthen the foundation of South Africa’s civil engineering sector
As a statutory body tasked with regulating employment standards in civil engineering, the Bargaining Council for the Civil Engineering Industry (BCCEI) asserts that it plays a crucial role in maintaining clarity, compliance and continuity across the sector, underpinning both infrastructure development and economic resilience.
“We exist to support the sector’s ability to function effectively and grow sustainably,” says BCCEI operations manager Lindie Fourie. “From dispute resolution and compliance to addressing industry challenges and collective bargaining, our mandate touches every part of the value chain.”
The council’s framework of six collective agreements aims to offer clarity on employment terms, fair wages, retirement funding, registration requirements and dispute resolution. The agreements are continually evolving, with input from the four official parties – the two employer organisations and two trade unions that govern the BCCEI – to ensure that negotiated outcomes are practical, fair and future-focused.
The BCCEI’s Compliance Department and designated agents are deployed nationwide to engage with contractors and employees, including those in remote locations. The designated agents not only enforce rules, they also educate, advise and liaise between parties to help prevent misunderstandings and promote participation in its structures.
The BCCEI also focuses on collaboration with external stakeholders to assist in addressing various industry challenges. Fourie notes that, by doing this, the BCCEI contributes to the development of sustainable solutions that support stability, promote fair labour practices and enhance the overall resilience of the civil engineering sector.
